Warcop Parish Hall Awarded Cinema Equipment

Last January, the Warcop Parish Hall Events Committee, launched the Warcop Remote Cinema, with support from the BFI (British Film Institute) and Eden Arts.  Since then, the regular screenings have proved very popular and attracted great support from residents of Warcop, Sandford and other surrounding villages. Given our nearest cinema is 20 miles away in Penrith, people really appreciate access to recent film releases being screened on their doorstep.  Remote Cinema brings together members of the community in a shared experience, but also provides a wonderful social event that helps breakdown rural isolation.

In September, we were made aware of the BFI Neighbourhood Cinema Equipment Fund and were encouraged by Eden Arts to apply. We are therefore delighted to announce our application has been successful and we have been awarded our own cinema equipment. This will comprise a state of the art digital projector, blue-ray player, screen, speakers and mobile cabinet.  While the equipment will be used predominantly for film screenings, it will be an asset for the Hall and community groups wishing to make presentations, talks etc. will be able to have access to it.

If you haven’t yet given the Remote Cinema go, we think you might be surprised by how good it is. A66 to be Dualled from Penrith to the A1

The Chancellor has announced in his Autumn Statement today (23rd November 2016) that the A66 will be upgraded to dual-carriageway from Penrith to Scotch Corner in the next transport programme, between 2020-2025. Overall, it should help improve road safety, boost economic growth, avoid road closures/diversions and shorten journey times. This will help east-west links once the A1 upgrade to motorway standard is completed in spring 2017. We expect further details to be announced in the coming weeks and months.

563 Bus Service to End

You will doubtless be aware of the current proposals to cease the 563 bus service to Penrith in mid-December. We know that this is a lifeline service to many people in our parish, including school children, non-drivers, the elderly, workers and shoppers and so on.

Despite a range of options to maintain the service having been proposed, several meetings with the operator, and a lot of lobbying and press coverage, it now seems that Grand Prix Services have officially withdrawn all interest in running the service. We now have to work with other Parish and Town Councils to see if a different solution with a new operator can be found.

Flood Forum Meeting – Monday 21st November

A Flood Forum Meeting was be held at Warcop Parish Hall on  Monday 21st November in the Parish Hall and about 16 local residents attended on a stormy and wet night. Representatives from Cumbria County Council, the Environment Agency and other officials attended and a presentation was given about the draft Flood Investigation Report, which had just been published and can be accessed via the following link: www.cumbria.gov.uk/floods2015/floodforums.asp  or on this website using the link below. Please read the report and if you have any other facts or photos that might help make tohe report more accurate, please send them in.

The meeting also discussed further ideas and possiblitlities for future preventative work such as “leaky dams” upstream which can help slow the flow of the two main becks into Warcop. A final report will be published soon and improved flood alerts and online systems are to be introduced.

Flood Improvement Work Completed

Work commissioned by the Environment Agency and carried out by Waitings has now been completed on Crooks Beck. Members of the Parish Council and several local residents met the representatives of the Environment Agency on Monday morning for 3 hours and again on Tuesday morning for another couple of hours. On both occasions we had to ask the EA not to do the planned work by the low bridge to remove a build up of silt over many years (not caused by Storm Desmond or other storms last winter.) We also found out that even the removal of two willow trunks on the main stretch of the beck had been removed from the plan. However, after long discussions, walking  up and down the beck. exploring  access routes and trying to persuade the EA that only widening the beck as much as possible, starting from Rambler Cottage, including some work near the road bridge too, they finally agreed to do as much of this work as funding will allow. The original, now obsolete, scope of works plan can be seen  via this link: Flood Work Scope.

The contractor Waitings revised their plans and the EA obtained the necessary consents for this work.  Work was almost completed when a broken sewage pipe under the beck was discovered during the works and was then repaired by Waitings on behalf of United Utilities. There was  some disruption and noise while the work was carried out for which we apologise, but we hope you understood the need for this work. We would like to thank the workers and staff of Waitings for their hard work and flexibility. As well as the main stretch of Crooks Beck being widened and lowered to take more water, they also cut off a build up of soil on the village green side of the low road. They also did some soil removal on the far side of the road bridge near Joseph’s, which should help. The only bit of work they did not do was the original work on the other side of the low bridge! Coir matting has been pegged down to stabilize the embankment and this has grass seed within it and it is biodegradable too.

The Parish Council and the EA accept that more work will have to be done in future through bids for further funding. Possible future solutions could be some sort of vortex brake dams which control the flow of the two becks into the village and would allow water to spill out onto non-risk land outside of the village and therefore reduce the flow of the becks during heavy rainfall. A Draft Flood Investigation Report for Warcop is about to be published on the Cumbria County Council website via: www.cumbria.gov.uk/floods2015/floodforums.asp.  If you look at Appleby’s or Kirkby Stephen’s, for example, you will see the level of detail, photos from members of the public and recommendations for future work. A public meeting to discuss this and take any further ideas from residents is due to be held some time in October, date to be arranged. Watch this website!

We do hope that the work will help reduce the flood risk to residents in the Brookside area. Thank you to all who have helped with this and tried to make the EA respond to what Warcop needs. Well done to the team of volunteers who re-planted thousands of daffodil bulbs on the beck side which had been removed during the original clear up back in spring! Highways England Meeting

Jonathan Reade from Highways England and Andy Render from Keir met with four members of the Parish Council and four local residents on Tuesday 16th August in the Parish Hall. The purpose of the meeting was to hear updates on three potential schemes of interest to our community: the 50 mph speed limit on the A66; the possible dualling of the A66; a possible cycle way from Sandford to Appleby.

  1. The 50 mph speed limit is imminent – when the over-sticky tape is replaced with new signs. Highways England and the police will monitor speeds and we should perhaps ask someone from the traffic police to come and talk to the Parish Council in the coming months to get their perspective on the new speed limit. While there are no average speed cameras, they is a possibility of them later if speeds don’t reduce. We need speed checks not just at the new police lay-by but on the worst bends. Further junction work might also happen if needed. They will look at suggestions made by local residents who live very close to the A66.
  2. Dualling the A66 – a report to ministers is being finalised and likely to go to them in October. We should lobby Rory Stewart our MP round about that time to use his influence as that is when decisions to take schemes to the development stage are made. If successful, it means the scheme is committed and detailed work starts plus all the statutory consultations etc. The earliest start would be 2021/22 but a lot can happen in governments and the economy in that time! This isn’t the only scheme in the pipeline, of course. Jonathan referred us to an interim report which you can access via this link: https://www.gov.uk/government/publications/northern-trans-pennine-strategic-study-interim-report. There is a  shorter summary but the 205-page full report is perhaps more interesting because of the huge amount of data it contains about traffic flows, accidents, speeds, freight use, projections and so on. Have a look at it if you can. It covers the A69, A66 and A685. The encouraging aspect is that HIghways England see the sense of dualling the A66 and it has a strong economic as well as a safety benefit and would support the “Northern Powerhose” policy.
  3. Cycle Way – Jonathan seems confident that the track bed and viaducts are fairly sound and feels a scheme like this would cost about £2m. He doesn’t seem to think that would be an issue, although they might find technical problems. They will try to find some funds to do a survey this year. Because it’s a safer route which can’t be built next to the A66, he seems to think it stands a good chance, possibly from the 2017/18 financial year. It would start at Sandford Bridge and go right to Appleby, with options to link to caravan parks along the way and places like Haybergill.

The Parish Council will receive updates and let you know what is happening. We intend to meet with them again in a year’s time to see how the speed limit has gone with relevant data

At the last Parish Council Meeting, David Keetley was elected as the new Chair of Warcop Parish Council as Tim Wass expressed a wish to stand down as Chair, due to new work commitments. Tim will continue as a Parish Councillor and we appreciate all the excellent work he has done in recent years. A summary of the recent meeting will be published soon.
