A66 Preferred Route Announcement – May 23rd 2020

The government has now published its Preferred Route for the dualling of the A66 between Penrith and Scotch Corner.  The link to the website with the full brochure is below. You will notice that there are no changes to the Appleby-Brough section. However, a number of people have questioned the fact that we have only been offered one option and Highways England have been contacted asking them to re-consider a northerly route which goes across MOD land and also A.O.N.B. land. We believe that the published route is too close to Warcop and the junction into Warcop will include a 30′ high bridge and a slip road over the army playing field to achieve east and west access to the new road. This will increase noise and pollution levels. The Sandford junction is west only thus increasing traffic through Warcop for drivers wanting to go east.

Our proposals suggest a fully northern route behind all houses with east-west junctions at Sandford road end and at Brough. The old A66 road would be used to join the new dual-carriageway, and would avoid a big junction at Warcop and keep the army playing field intact. It can then be used for local traffic and cyclists.

The selection of the preferred route follows an exhaustive review of options over several years. We have taken into consideration ecological, environmental and historical features as well as our analysis of responses to the public consultation which took place between May and July 2019.

Our aim is to increase safety, reduce congestion and improve journey times by dualling the remaining single carriageway sections along the A66 between M6 junction 40 at Penrith and the A1(M) at Scotch Corner. Other improvements are also proposed along its length, such as at Kemplay Bank roundabout and the junctions with the M6 and A1(M).

Next Steps

We will now develop the preferred route design ahead of a future public consultation. This will offer you and other interested parties more opportunities to provide your views on more detailed designs before we apply for a Development Consent Order which provides the necessary planning approvals to enable us to start construction on the project.

Garden Waste Skip Scheme

After an initial suspension of the scheme because of the Covid-19 pandemic, EDC has now restored the garden waste skip scheme for villages. We receive 7 skips per year and the first one is already in place by Crook’s Beck in Warcop.

Many other parts of Eden have kerbside green wheelie bin collections. We have over 200 households in our parish and this would be a preferable scheme for us in the future as it would be easier for the elderly or those who can’t drive.

This is what the skip looked like in June 2018 after about two days!

CARONAVIRUS HELP

Warcop Parish Council, Sandford & Warcop WI and the two churches are working together to offer help and support for any local resident who is vulnerable or in self-isolation during the Coronavirus pandemic. Leaflets with contact numbers will be distributed to all households so that anyone who needs help with shopping, prescriptions, emergencies or just general support and reassurance can phone someone and obtain the help they need.

4th Defibrillator for the Parish

The Parish Council recently decided to use some of its funds to purchase a fourth defibrillator to extend coverage in Warcop in case of emergencies. It will be located in the old BT phone box, which we have been discussing what to do with for some time. We hope to run some defib training at the Parish Hall in the near future for local residents who would like to know how to use the defibs.

We now have defibs in Bleatarn, Sandford and Warcop (2.)

Community Wheels Friday Minibus Link Service Extended from Friday 4th October

Our weekly Friday minibus service to Appleby has been extended to include more local communities from Friday 4th October. The aim is to cover areas previously included by the former Robinsons service, so elsewhere the bus will go out to several fellside villages as well as parts of Appleby to allow residents to get into Appleby for a couple of hours.

The timings are slightly different but the connection to the 563 Stagecoach bus to Penrith at 09:58 will continue, as will the collection on its return at 2:20 from The Sands in Appleby. The price will be the same but travellers will need to obtain a prepayment card from the Heritage Centre in Appleby to cover the cashless payment for each journey.

The Sandford/Warcop service will now include Great Asby and Ormside but the bus will only operate if travellers phone or email the Heritage Centre by Thursday at the latest on 017683 53350.

The scheme operates by means of a team of volunteer drivers and we are always looking to increase this team to share the driving load.

Warcop Parish Council Vacancy

We are very pleased to say that Katie Hauser from Warcop has applied to become our new Parish Councillor following John Heron stepping down. Her appointment will be confirmed at our September meeting and we are looking forward to working with her in our aim to improve our community as much as possible and to represent the views of residents across a range of issues.

However, we are sad to see thet Georgie Fell is stepping down as a councillor as she is expecting her first baby and is finding it hard to balance her work and home commitments. We thank her for all her excellent work and hope that she will return to the council at some point in the future.

New Noticeboard for Bleatarn

Warcop Parish Council has purchased a new noticeboard for Bleatarn and this has now been erected outside Bleatarn Chapel. It replaces the old one which wasn’t exactly watertight! It is a slightly bigger size in order to reduce overcrowded notices. This is the third new noticeboard that the Parish Council has installed as part of its aim to improve facilities in our Parish.

War Memorial Improvements

20181101_230802Our Warcop War Memorial has recently been repaired and renovated to help ensure it is ready for the Remembrance Day, which this year marks 100 years since the end of the first world war. As you may know, the War Memorial has recently been designated a Grade II listed War Monument.

The Parish Council would like to thank Max Voican for repairing some rotten posts and Steve and Yvonne Burnett for their wonderful work in painting the posts, chains, wreath-holder and kerb stones. They have also laid fresh gravel.

I am sure you will agree that it looks fantastic and is a fitting tribute to those fallen soldiers commemorated on the plaques.

New Parish Councillor Appointed

Following the resignation of Amanda Daldry, we are pleased to announce that the vacancy has now been filled by Clive Allen, a resident of Sandford. Clive has already contributed a great deal to the work of the Parish Hall as a co-opted Trustee and we are delighted that we will be able to benefit from his experience and skills on local issues.
